TR4 Cardboard Fuse Protector
From what I can tell the length is 1 3/16 and the outside diameter is 5/16. It is a bit flimsy so the diameter is a close approximation. Could not measure the ID but is just a shade larger then the diameter of the metal fuse end caps.
The length appears to be the same as the length of the fuse.
The important issues would be will it easily fit inside the fuse holder and over the fuse.
It is not very thick

Thank you very much. But I was under the impression that the cardboard tube mentioned in the TR4 Judging guide fitted OVER the fuse holder. I have a photo I found on the internet in April 2010 that shows this, but I don't know if it is correct. Perhaps this should be a concours question.
I've been Googling for over an hour to find where I "borrowed" the photo from so I could ask permission of the owner to use it, but haven't found anything yet.

Sorry, You didn't specifiy inside or outside I thought you were refering to the one on the inside used to insulate the fuse from the holder.

No need to apologize. I didn't know there was an inside cover. I seem to learn something new from more knowledgeable members every time I visit this forum.
Thanks to Smokey for the use of the attached photo. This shows the fuse protector very well. I think I have found a source for these. They are very cheap at only about 7 cents per, but minimum quantity is 50. So if it works out OK, I will let other interested parties know that I will have about 45 spares.
